How to read it

• Serial ranges never overlap within a standard, and a serial is retired at most once. The database refuses anything else.
• The last serials of every issuance are the buffer pool. They can never be sold or retired; they are held against reversal, such as fire, flood or a change of owner.
• Every issuance names its independent verifier and points at a closed monitoring period whose Merkle root was published before issuance.
• A parcel registered for Biodiversity Net Gain in a period cannot also produce voluntary credits for that period.
